HUD Issues Waiver Shortening the Public Comment Period for FY 2017 HTF Action Plans

On May 10, 2017, HUD issued a waiver shortening the public comment period for consolidated plans and annual action plans for Fiscal Year (FY) 2017. This waiver was necessitated by the late enactment of HUD's FY 2017 appropriations. The waiver listed the Community Development Block Grant, HOME Investment Partnerships Program, Emergency Solutions Grant, and Housing for Persons with AIDS programs as covered programs, but inadvertently omitted the Housing Trust Fund (HTF). Consequently, the revised procedures permitting an abbreviated comment period for all programs to provide relief from the 30-day minimum public comment standard in 24 CFR 91.115(b)(4) and 24 CFR 91.105(b)(4) was not made applicable to HTF allocations. Requirements for Free MD Birth Certificates for Homeless Persons

Listed below is a copy of the text from a memorandum from MDH (formerly DHMH) that was shared with us by a non-profit.  The memorandum describes the procedures required to obtain free MD birth certificates for homeless persons.   For eligible homeless persons, there is no longer a fee for this service as per HB 280 . The intent of this Memorandum is to bring clarity on the issuance of birth certificates to homeless individuals. As you know, §4-217 (a)(6)(ii)1.2.3.4., of the Annotated Code of Maryland provides that DHMH accept as proof of homelessness, a signed written statement from a homeless services provider located in the State of Maryland that: - Affirms the individual is homeless; and - Includes the mailing address to which the copy of the birth certificate requested may be sent; and - A homeless individual may receive one copy of his/her birth certificate without a fee in a single transaction. The report, based on data from the annual National Survey on Drug Use and Health, highlights the number of American adults with substance use disorders in the past year and trends in substance use disorders between 2002 and 2014.
