HUD Releases the System Performance Measures Introductory Guide and Additional Resources Measuring performance is a critical aspect of improving the way Continuums of Care (CoCs) serve homeless persons. It is important for CoCs to broaden the scope of performance evaluation beyond project performance to now include system-level performance. While system-level performance measurement is complex it is an integral part of CoC planning and crucial for informing system-level change. To assist communities with conducting system-level performance measurement, HUD is pleased to announce the publication of the System Performance Measurement page on the HUD Exchange .
