HUD Releases the System Performance Measures Introductory Guide and Additional Resources


Measuring performance is a critical aspect of improving the way Continuums of Care (CoCs) serve homeless persons. It is important for CoCs to broaden the scope of performance evaluation beyond project performance to now include system-level performance. While system-level performance measurement is complex it is an integral part of CoC planning and crucial for informing system-level change.
To assist communities with conducting system-level performance measurement, HUD is pleased to announce the publication of the System Performance Measurement page on the HUD Exchange. There are currently two resources available on this page:
  1. System Performance Measures Introductory Guide: An introductory guide to the system performance measures that describes the purpose of the measures, how to calculate the measures, and HUD's expectations for implementation.
     
  2. System Performance Measures in Context: A short reference sheet that describes the context of the performance measures and how the data from the measures will be used.
Over the coming months, HUD will post additional resources related to the system performance measurements, including a series of short video clips to address each performance measure and programming specifications for HMIS vendors.
For those that are traveling to Washington, DC next week for the National Alliance to End Homelessness conference, HUD encourages you to bring a copy of the introductory guide and attend the HUD session on system performance measures from 1:00-2:30 pm on Wednesday, July 30.
