HMIS Research Analyst I
Baltimore City Mayor's Office of Human Services is seeking a dynamic professional to analyze and compile homelessness data and statistics from the Homeless Management Information System (HMIS).  This position reports to the HMIS Manager, Homeless Services Program.

Responsibilities of the HMIS Research Analyst I position include but are not limited to:
  Completing HomeStat Reports for monthly presentation  to the Mayor's CitiStat Team;  Compiling  data from  the  HMIS  and  other  sources;  and  maintaining  spreadsheets  used  for  accountability  reporting  on homeless services.
  Maintenance of the HUD required annual Housing Inventory Counts for Baltimore City CoC.  This includes maintaining current count of the number of beds in the City's shelter and housing programs in the Program Descriptor module of the HMIS; tracking changes in inventory at the program level; performing annual verification of inventory for point-in-time counts.
  In conjunction with the HMIS Director, define programming specifications for updates to the HMIS as needed; implement new agencies and programs on the HMIS as assigned; and prepare Project Monitor Request change forms for software vendor. 
  Providing  one-on-one technical assistance and support for end users; preparing  and maintaining  training materials. 
  Monitoring and facilitating the on-going collection of data in the HMIS for accuracy and completeness;  conduct  regular  monitoring  of  HMIS  participating  agencies  for  usage;  documentation problems, issues and resolutions.
  Maintaining the HMIS policies and procedures manual, making updates and revisions as needed; and provide training to homeless service providers on HMIS policies and procedures on a regular basis.
  Maintaining HMIS equipment inventory; and tracking of equipment distribution to homeless service providers. 
  Providing  support to the agency's  homeless  grant writing projects which include ensuring the accuracy and completeness of program descriptor data elements on the HMIS database. 
  Performing related work as required.

The ideal candidate will have:
  A  Bachelor's  degree  from  an  accredited  college  or  university  in  Information  Technology,  Business Administration,  Public  Administration  or  related  area.   Equivalent  combination  of  education  and experience,  including  Associate's  degree  in  Information  Technology,  Management  Information Systems, or a related area and three years'  experience in providing computer support or hardware and software installations / upgrades, troubleshooting problems, etc.
  Ability to collect, compile, verify and review data and statistics on homeless services programs for use in proposals,  presentations  and recommendations;  prepare reports, charts, graphs, statistical tabulations, and other documents using various data and statistics.
  Ability to plan, implement and evaluate homeless service programs and work with minimal direction. Must be a self-starter, with sound judgment and a high level of professionalism; team player with ability to prioritize multiple tasks.  Work must be timely and precise. 
  Requires excellent verbal and written communication skills.

This  is  a  non-civil  service,  full-time  service  position  with  a  salary  range  of  $40,917  -  $49,573  and  a comprehensive  benefits  package.  Those  considered  for  employment  must  authorize  release  of  a  criminal background check from the Maryland State Police.
