Final Day to Complete the FY 2014 Continuum of Care (CoC) Registration Submission!


Submission Deadline: TODAY, August 6, 2014 at 7:59:59 PM EDT
As of Today, 2:00 p.m., August 6, 2014, 354 Collaborative Applicants have submitted the CoC registration.
  • 4 CoCs HAVE NOT gone into e-snaps to begin the Registration process
  • 1 CoC has registered for the Funding Opportunity, but HAS NOT started filling out the Registration forms.
  • 52 CoCs are “In Progress,” meaning they are in the process of completing the Registration forms in e-snaps.

The registration deadline is 7:59:59 p.m. Eastern Time TODAY, Wednesday, August 6, 2014. Registration submission must be received in e-snaps on or before the registration deadline. Failure to submit a registration in e-snaps by the deadline will result in the Collaborative Applicant being unable to access the FY 2014 CoC Priority Listing, which includes the project applications for reallocated projects, renewal projects, CoC Planning projects, and Unified Funding Agency (UFA) costs. Consequently, the Collaborative Applicant will be unable to apply for funds. Therefore, it is imperative that all Collaborative Applicants meet this registration deadline. No exceptions will be made.

Important:

  • See special instructions below regarding FY 2013 projects that are in Appeals status and Annual Renewal Demand (ARD) concerns.
  • It is the responsibility of the CoCs and their designated Collaborative Applicants to ensure that registration is completed. HUD does not intend to issue individual reminders.
  • If you are a project applicant and your CoC has not completed registration, you should immediately contact your Collaborative Applicant to find out the status. If the Collaborative Applicant does not submit a registration on behalf of the CoC, project applicants will not be able to apply for renewal funds.

Reminders:

  • Collaborative Applicants must complete the modified FY 2014 CoC Registration using e-snaps, The FY 2014 CoC Priority Listing will not be available at www.grants.gov.
  • CoCs failing to submit a modified FY 2014 CoC Registration by 7:59:59 PM ET on August 6, 2014 will not have access to the CoC Priority Listing and will not be able to apply for FY 2014 CoC Program funds.
  • This modified FY 2014 CoC Registration process is not for project applicants. The Project Application will be available with the publication of the FY 2014 CoC Funding Notice.
  • Before Collaborative Applicants can get to the actual registration forms, they must first register for the Funding Opportunity – “FY 2014 CoC Registration” in e-snaps. Registering for the Funding Opportunity does not mean that the CoC is registered to apply for FY2014 CoC Program funds. See page 14 of the CoC Registration and CoC Review Instructional Guide for further information. If you stopped your registration on this page, your CoC is not registered – you must continue on to “Submissions” and complete the CoC Registration forms!


  • Collaborative Applicants should ensure that the “Submission Summary” page looks like this, which indicates that the CoC’s registration has been fully completed and submitted to HUD through e-snaps.


  • Collaborative Applicants must import the FY 2013 CoC Program Registration information in e-snaps (see page 17 of the CoC Registration and CoC Review Instructional Guide). Importing the previous year’s CoC registration will:
    • Prevent the need for re-entering information.
    • Allow HUD to import the FY 2013 - FY 2014 CoC Application in e-snaps. This will then trigger the import feature for the next CoC Application process in FY 2015 that will automatically import the responses from the FY 2013 - FY 2014 CoC Application.
  • Changes in the CoC's Geographic Area: as stated in the FY 2013 - FY 2014 CoC Program Competition NOFA, for the modified FY 2014 CoC Registration, changes in claimed geography from those claimed in FY 2013 CoC Registration will not be allowed.

Special Note Regarding GIWs and FY 2013 Projects in Appeal Status:

  • If your CoC has one or more FY 2013 project applications that are currently appealing their denied or decreased funding according to the FY 2013 – FY 2014 CoC Program Competition Notice on Appeals, these projects may be included on the CoC’s GIW.
  • If the appeal is denied by HUD, the project will be removed from the GIW and the CoC’s ARD amount will be decreased.
  • If the appeal is awarded by HUD, the project will remain on the GIW and the CoC’s ARD will not change, unless there are other ineligible projects included for renewal (e.g., the project end date occurs later than calendar year 2015).

Special Note Regarding Annual Renewal Demand (ARD)

  • HUD understands that in some cases, the Collaborative Applicant may not have a final ARD amount after working with their local HUD CPD Field Offices. In these cases, enter the ARD amount you have as of today.
  • During HUD’s review of the registrations submitted we will also review the GIW changes submitted from the local HUD Field Offices and address any issues.
  • Collaborative Applicants will receive the final HUD-approved GIWs from Headquarters no later than August 19, 2014.
  • If the ARD changes from the amount submitted in Registration today and the final HUD-approved GIW, HUD will enter the new ARD in e-snaps and the Collaborative Applicant will see the updated ARD amount and have the final HUD-approved GIW.
  • Remember, there is a second part to Registration where Collaborative Applicants will have an opportunity to review HUD’s final determination and either approve or dispute as found in the CoC Registration and CoC Review Instructional Guide, beginning on page 50.
