Release of ESG CAPER Redesign

The Consolidated Annual Performance and Evaluation Report (CAPER) is the primary mechanism for Emergency Solutions Grants (ESG) Program accomplishment reporting. In the initial May 2012 release of the eCon Planning Suite, HUD included limited screens for the ESG portion of the CAPER (screens CR-60, CR-65, CR-70, and CR-75). HUD considered this initial release a “transition” CAPER with plans to develop a more comprehensive report template at a later date.

In the upcoming months, HUD will release an updated CAPER for the ESG Program. This ESG CAPER redesign is an important next step in gathering comprehensive, nationwide data that shows the impact of the ESG Program across the country. These new requirements are applicable for all 2015 CAPER submissions (beginning October 1, 2015) and only affect screen CR-65.

The updated ESG CAPER will reflect the 2014 Homeless Management Information System (HMIS) Data Standards and recently released critical changes and further align the ESG CAPER with the Continuum of Care (CoC) Program’s Annual Performance Report (APR). The enhanced ESG CAPER report will better integrate ESG Program reporting and performance standards with the CoC Program.

Starting with their 2015 CAPER submissions, ESG recipients will report aggregated ESG program report information at the subrecipient level, using the newly-developed ESG eCart (the ESG-CAPER Annual Reporting Tool). ESG recipients will obtain data from all ESG subrecipients through a special CSV export; this will be used to populate the eCart tool for submission to HUD. The information in eCart replaces all data previously collected on screen CR-65. eCart is a Microsoft Excel spreadsheet that is configured to load report level, aggregate information from an HMIS and produce all statistical information required by HUD on clients served in projects funded under ESG. eCart does not require identifiable, client-level data. Recipients will no longer need to manually enter data onto screen CR-65. Instead, recipients will simply attach the eCart to their CAPER submission to fulfill the new requirement.

HUD is developing training materials on eCart, which will be posted on the HUD Exchange and announced via the ESG mailing list when available.
