JOB DESCRIPTION
Under supervision, oversee project implementation and day-to-day operations of the New Jersey State HMIS Collaborative, including provision of technical assistance to homeless service providers throughout the State of New Jersey on the development and uses of a Homeless Management Information System (HMIS); manage the Statewide Advisory Committee and state partners Steering Committee meetings, problem and issue resolution and schedule tracking; develop goals and work plans and assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures; establish and maintain contact with the HMIS technology vendor that will provide services for the web-based system. Coordinate vendor application and database activities; develop and maintain a mechanism of reciprocal and effective communication between the NJHMFA and the Continuum of Care organizations; provide consultation and technical assistance to organizations to support implementation of the HMFA New Jersey Statewide HMIS (Homeless Management Information System) Collaborative; provide program information to individuals, housing sponsors and other members of the public and coordinate training programs for housing sponsors; assist with review of special needs program guidelines as needed and recommend revisions to support special needs unit production; develop and maintain high level of familiarity with project financing and technical assistance programs which promote and support housing activities which are offered by local, county, state and federal agencies as well as by corporations, foundations and non-profit organizations; create annual project budgets and submit to HUD for approval; implement all Federal and State regulations governing the Homeless Management Information System (HMIS) Collaborative; complete special projects as assigned.
MINIMUM REQUIREMENTS
EDUCATION/EXPERIENCE:
Four (4) year college degree (MA preferred); extensive related experience; eight (8) years minimum of supervisory experience; or an equivalent combination of education and experience that meets the required knowledge, skills and abilities.
Work experience in Information Technology, with knowledge of web based technology and a strong background in IT project management, System Change Management and Application Development required.   Knowledge of  Human Services/Homeless Services is strongly encouraged.
SKILLS:
Extensive knowledge of IT project management and implementation procedures; thorough knowledge of Information Technology principles, practices and techniques, including web-based technology; knowledge of homeless management information systems and best practices preferred; knowledge of human service and/or homeless service systems preferred; knowledge of Federal Government's (HUD) NOFA application process and Annual Performance Report application process; knowledge of principles and practices of budgeting and the ability to analyze budgets and financial statements; ability to interact effectively with HMFA, State and local officials, homeless provider organizations, professional/technical groups and the general public to direct and supervise the work performance of others.
