HMIS Clarification on Reporting for PATH


For the last several years, the U.S. Department of Health and Human Services (HHS) Substance Abuse and Mental Health Administration’s (SAMHSA) Projects for Assistance in Transition from Homelessness (PATH) program has been encouraging PATH grantees to use a Homeless Management Information System (HMIS). All providers should be using their communities’ HMIS system by the end of their States’ 2016 Fiscal Year. The 2014 HMIS Data Standards include data elements that PATH grantees must collect.
SAMHSA recently released an updated PATH Annual Report. This report will replace the Transition PATH Annual Report. SAMHSA is now requiring PATH grantees to submit the updated annual report; however, the most recent data collection instructions in the HMIS Data Manual do not require the collection of all data elements necessary for the report. It is currently not possible for grantees to generate the required report from their HMIS at this time. HUD and HHS recognize this and will not hold PATH grantees accountable for the required information for the 2016 report. However, both agencies will require that grantees include all the required data elements in their 2017 reports.
The PATH Data Exchange (PDX) Reporting Repository will provide grantees who are currently using HMIS information on mapping the response options from the Annual Report generated in the system to a newer Annual Performance Report (APR) which is in PDX.
HUD and HHS will release programming specifications to HMIS vendors in 2017 so that their HMIS can be programmed with the updated data elements in order for grantees to meet the new reporting requirements for the PATH Annual Report for the 2017 submission.
