ESG CAPER Submission Updates

Beginning in October 2017, Emergency Solutions Grants (ESG) Program Recipients are required to submit their Homeless Management Information System (HMIS) data in the Sage HMIS Reporting Repository (Sage). This means that recipients will no longer need to use ESG-CAPER Annual Reporting Tool (eCart). Instead, project reports (Comma Separated Value (CSV) downloads) generated by HMIS or comparable databases that were previously uploaded into eCart will be uploaded directly into Sage.
The deadline for HMIS system administrators to update the ESG-CAPER 2017 Report programmed in HMIS and comparable databases is October 1, 2017 to coincide with the HMIS 2017 Data Standards. The updated ESG-CAPER 2017 Report will no longer work with eCart.

Submission Guidance for ESG CAPERs

Submissions before October 1, 2017:

Prior to October 1, 2017, ESG CAPER data must be submitted via eCart and screens CR-60, CR-70, CR-75 of the eCon Planning Suite. If you submit your CAPER by September 30, 2017, the transition to Sage does not affect you at this time: continue to submit the eCart as an attachment to screen CR-00 and complete screens CR-60, CR-70, and CR-75 as you did last year. **However, be aware that all data correction must be completed by September 30, 2017 - your HMIS/comparable database administrator will not be able to make corrections to the eCart CSV after September 30, 2017.**

Submissions after October 1, 2017:

ESG Recipients will be required to submit their HMIS data in the Sage HMIS Reporting Repository starting in October 2017. Recipients will no longer need to use eCart; subrecipients will be able to upload their CAPER-CSV directly into Sage.
Starting in October 2017, ESG recipients are required to submit their ESG CAPER data as follows, whether submitting a FY 2016 or future year CAPER:
  • CR-60: Recipients complete in the eCon Planning Suite (no changes)
  • CR-65: Recipients leave blank (now reporting this data in Sage)
  • CR-70: Recipients complete in the eCon Planning Suite (no changes)
  • CR-75: Recipients complete in the eCon Planning Suite (no changes)
  • CR-00: Recipients upload the Sage report as an attachment (PDF)

Sage Registration

ESG Recipients may add a user to Sage by going to www.sagehmis.info and completing the form under “CREATE A USER.” For your position select “Recipient-ESG Grant” then follow the instructions and select the entity that receives the ESG grant from the drop-down list.

Sage Training and Resources

ESG Recipient Webinar

HUD will train ESG recipients (jurisdictions that receive an ESG award directly from HUD) on October 16, 2017 from 2:00 PM – 3:00 PM EDT. The webinar will review:
  • How to register for Sage
  • How to navigate Sage
  • How to upload the ESG CAPER report
  • Data flow from HMIS to Sage
  • Data entry in the eCon Planning Suite
  • Coordination with subrecipients
This training will be recorded and available on the HUD Exchange by November. A listserv with registration information will be released shortly.

ESG Subrecipient Webinar

HUD will train ESG Subrecipients (homeless providers that receive ESG funding from a jurisdiction (State, Territory, County or City) on October 19, 2017 from 3:00 PM – 4:00 PM EDT. The webinar will review:
  • How to upload the ESG CAPER report
  • Data flow from HMIS to Sage
  • Common data errors and how to resolve them
  • Coordination with recipients
This training will be recorded and available on the HUD Exchange by November. A listserv with registration information will be released shortly.

Sign up at the HUD Exchange Mailing List and select "ESG" from the program list.
