Suspension of the HOME Commitment and CHDO Reservation Deadline
The Consolidated Appropriations Act of 2019 includes a provision suspending the 24-month commitment requirement for Community Housing Development Organization (CHDO) set-aside funds, as well as continuing the suspension of the 24-month commitment requirement for regular HOME Investment Partnerships Program (HOME) funds. Both deadline requirements are suspended through December 31, 2021.
The CHDO suspension applies to any CHDO funds that were deobligated in 2018 or that would be deobligated through 2021 due to a PJ's failure to commit the funds to a CHDO project within 24 months. Effectively immediately, HUD will cease enforcement of the CHDO commitment deadlines until such time as the suspension is permitted to lapse. Beginning February 28, 2019, the HOME Deadline Compliance Status Reports (DCSR) that HUD posts monthly on the HUD Exchange will reflect the suspension of CHDO commitment deadlines.
HUD has identified all HOME PJs that had CHDO funds deobligated during calendar year 2018 and will work to ensure that those funds are returned to PJs' lines of credit as quickly as possible. However, affected PJs should be aware that the administrative and systems-related actions that are required will take some time to complete.
HUD will continue to enforce 5-year expenditure deadlines for FY 2014 and earlier HOME allocations.
