FY 2018 CoC Program Grant Consolidation Data Collection
In the FY 2018 Continuum of Care (CoC) Program Competition, HUD was pleased to see many recipients consolidate grants. HUD published a new resource FY18 CoC Project Consolidation: A Blueprint for Understanding How They Work to clarify for recipients, CoCs, and Homeless Management Information System (HMIS) Leads how the consolidated projects should be set up in HMIS. This brief document covers:
  • How HUD CoC funds should be drawn from the terminating grants through the end of their operating year
  • How Annual Performance Reporting (APR) is handled on both the terminating grants and the consolidated grant
  • How an HMIS should manage the client records of the terminating grants
HMIS Lead agencies should pay careful attention to the guidance in this document to ensure that the data will be correct for APR, System Performance Measurement, and LSA submissions. Improper changes to client records could have substantial impact on the CoC's performance measurement.
