LSA Updates for CoCs: Data Cleaning and Submission Deadline – June 24, 2019
In April, HUD announced an extension of the Longitudinal Systems Analysis (LSA) submission date as the validation process was complicated and took longer than anticipated. We wanted to feel confident that LSA developers, Continuums of Care (CoCs), Homeless Management Information System (HMIS) Leads, and Vendors had time to address clean data. As of last Friday, we believe that this is now the case. The sample code has been updated, flags have been dramatically reduced, and code has been released to all HMIS vendors.
As a result, HUD has set a final LSA reports deadline for CoCs. Reports must be submitted by June 24, 2019 at 8:00 PM (EDT).
Please note a few critical items as you prepare for this final submission:
  1. Give your HMIS software provider time to implement the Sample Code updates within their systems. HUD is requesting that vendors implement the code changes, test them, and roll them out by Monday, June 10, 2019. We encourage vendors and CoCs to work together during this period.
     
  2. Once your vendor notifies your CoC that the report is ready in your HMIS, run the LSA and upload it as an ‘Official HUD’ upload as soon as possible. The LSA Data Cleaning team will continue to validate uploaded files every Tuesday and Thursday.
     
  3. Expect that you will still see validation flags triggered in your file. Though we now feel confident that vendors have access to the correct sample code and clarifications, flags may be triggered due to data quality issues or unusual real-world situations. Prepare to spend time with your liaison and your vendor reviewing your outstanding flags, finalizing any necessary and possible HMIS corrections, and providing explanations for situations that cannot be corrected at the source.
HUD continues to acknowledge how challenging this process has been and thanks you for continuing to work with us and the LSA team. The LSA is one of the most important data improvement efforts happening within our field. Later this week, we’ll explore HUD’s new strategy and analysis tool — Stella. With this tool, every CoC will be able to upload their LSA data regularly and identify the parts of their system most positively and negatively affecting overall system performance.
Finally, we are very aware of CoCs’ concerns with unexpected LSA upload delays and issues as it relates to the CoC Competition, and we are taking this into consideration.
