Specialized Housing and Services for Victims of Human Trafficking NOFA (FR-6300-N-45)
Through the funds available under this NOFA, HUD’s Office of Special Needs Assistance Programs (SNAPS) and the U.S. Department of Justice (DOJ) Office for Victims of Crimes (OVC) are promoting collaboration between Continuums of Care (CoCs) funded by HUD and organizations funded by DOJ to address the housing and service needs of victims of human trafficking. This NOFA promotes trauma-informed, victim-centered services, including in tribal areas. Organizations awarded funds through this NOFA are expected to work with other organizations within the CoC’s geographic area to train service providers on how to identify victims of human trafficking and connect these victims to appropriate housing. SNAPS and OVC plan to identify best practices for addressing this population that may assist in framing future funding opportunities for victims of human trafficking.

Program Application: SNAPS, in conjunction with OVC, announces the availability of up to $13,500,000 for grants to eligible organizations to implement and provide housing and trauma-informed, victim-centered services to victims of human trafficking. HUD expects to select 20 applications for the program funds.

Technical Assistance Application: An additional $1,000,000 is available under this NOFA to fund a cooperative agreement with an eligible organization that has experience providing technical assistance to current federally-funded human trafficking programs to assist customers as defined in Section I.A.4.b of this NOFA to implement the program activities to be funded available under this NOFA. HUD will select one organization to provide technical assistance to the possible 20 successful projects selected for conditional award.

Reporting and Evaluation

All project applications selected for conditional award must submit progress reports that will include the number of persons served, and type(s) of housing and services. Successful applicants will also be required to participate in the evaluation process that will be conducted by HUD’s Office of Policy Development and Research (PD&R).
