IDIS Updates for the HOPWA Program
The Integrated Disbursement and Information System (IDIS) 11.18 system release went live on August 12, 2019. This release included important updates for the Housing Opportunities for Persons With AIDS (HOPWA) program.

The “Administration” IDIS activity category is now broken out into two more descriptive categories: “Grantee Administration” and “Project Sponsor Administration”

Overview of Changes:

  • This change updated the “Add Activity” screen to allow grantee users to select “Grantee Administration” or “Project Sponsor Administration” as the activity category from the dropdown box.
  • The broader category of “Administration” is no longer available. For existing “Administration” activities that were already in the system, the activity category has been converted.
  • All 2015 and forward IDIS activities with the “Administration” category have been assessed and updated to either “Grantee Administration” or “Project Sponsor Administration,” and “Grantee Administration” assigned to all older pre-2015 “Administration” activities.
  • This update impacts both formula and competitive grants in IDIS and will help HUD track expenditures against the HOPWA statutory administration caps that are specific to grantee and project sponsor designations.

Updates to HOPWA competitive screens: Renewal Threads and Grant Term Dates for Competitive Grants

Overview of Changes:

  • When HOPWA competitive grantees navigate to the “Grant” screen in IDIS, they will see a new option to “View Grant Term” for all HOPWA competitive grants. When selected, this option displays the grant’s term dates and information about the other HOPWA competitive grants in the renewal thread (for competitive renewal grants only). The information includes the grant start date, end date, and modified end date in the event of an extension or early termination.
  • HUD headquarters staff will have access to make updates to these dates as relevant grant documentation is processed.
  • It is important that all requests for extensions or early terminations are coordinated with the Field Office and HOPWA Desk Officer.
  • A final data import for these fields is being processed and all updates for grant term dates should be live in IDIS by September 2019.
