From Our Federal Partners: VA Grant and Per Diem Program Office NOFA for Per Diem Only Grants
The U.S. Department of Veterans Affairs (VA) would like to share the following announcement with Continuums of Care (CoCs).

On Monday, December 30, 2019 the Grant and Per Diem (GPD) Program Office published a Notice of Funding Availability (NOFA) for Per Diem Only (PDO) grants in the Federal Register. Visit the VA's GPD website to access the NOFA as well as technical assistance materials including two pre-recorded webinars, frequently asked questions (FAQs), and additional tools.

This funding opportunity is for eligible organizations, as identified in the NOFA, to provide transitional housing and/or service centers for veterans who are experiencing homelessness. The models included in the application are Bridge Housing, Service-Intensive, Hospital-to-Housing, Low Demand, Clinical Treatment, and Service Centers.
Note: A separate Transition in Place (TIP) NOFA is expected to be published in the coming weeks.

NOFA Application

This is a competitive application process that is open to both existing GPD grantees and new applicants. This NOFA is for services that would begin October 1, 2020. Current awards for all GPD PDO grants expire on September 30, 2020.
Applicants must submit their applications electronically by March 2, 2020 at 4 PM EST.

Within the NOFA Application, the Coordination section is where applicants demonstrate their involvement with the ongoing community planning and implementation process to end veteran homelessness. Applicants should demonstrate their involvement in proactively engaging in strategic planning dialogue with a variety of community partners to fully understand needs. This dialogue can help applicants identify what types of models and configuration would best support the community’s efforts to end veteran homelessness. Community partners include:
  • VA Medical Centers
  • CoCs
  • Veteran Work Groups
  • Existing GPD grantees
  • Supportive Services for Veteran Families (SSVF) grantees
  • Healthcare for Homeless Veterans (HCHV) Contracted Residential Services (CRS) grantees

Letter of Collaboration/Coordination

CoCs may be asked for a Letter of Collaboration/Coordination by GPD applicants. These letters should be individualized and can include information on the applicant’s participation in the ongoing community-wide planning process and coordinated entry.

Letters may also include how the applicant’s request does or does not align with community needs/goals, strengths and areas for development, and experience providing the proposed services and past performance if applicable. CoCs should also consider including specificity in the coordination letter regarding housing model(s) and number of beds.

Applicants are strongly encouraged to allow as much time as possible, ideally 30 days, for a CoC to provide a Letter of Collaboration/Coordination. All application materials, including Letters of Collaboration/Coordination, must be submitted together in a single, electronic application package by the due date and time. Any materials arriving separately or late will not be accepted as part of the application.
