Title: HMIS Support Analyst
Classification Standards: Under the direction of the HMIS Administrator this position has responsibility for a broad range of activities related to the operation of the Homeless Management Information System
(HMIS), a web based data system which collects homeless services and related data from shelters, supportive service providers, and public agencies working to serve homeless and at-risk clients in the
Alabama Rural Coalition for the Homeless, Inc.(ARCH) service area. ARCH is the Department of Housing and Urban Development’s (HUD) designated Continuum of Care (CoC) for AL-507 the Balance of State
CoC; its purpose is to ascertain an unduplicated count of homeless an at risk residents seeking services; track their progress through the system of care into self-sufficiency, and provide accurate aggregate data regarding demographic characteristics, service provision and attainment of goals aimed at ending homelessness. The selected candidate will be primarily responsible for providing HMIS training and support to homeless service providers. Additional responsibilities will include the design, testing, implementation, completion of automation routines and ad-hoc reports in support of agency specific and regional reporting needs.
Minimum Qualifications: Bachelor’s degree in Information Systems, Computer Science,
Communications or related field OR at least two years of college and at least a year of experience utilizing HMIS and directly supervising a CoC housing program. The successful candidate must have excellent customer service skills, and a keen ability to clearly understand and translate technical information to non - technical audiences. Attention to detail is a must and excellent verbal and written communication, organization and public speaking skills are required. The candidate must have a strong proficiency in MS suite of applications; Word, Excel, Outlook and Access, etc. The successful candidate must be able to carry out work plans and meet goals in a timely and efficient manner and meet stringent deadlines. The candidate must have the ability to apply technical skills and experience to design and maintain reports to support users with ad hoc analysis. They must also be able to identify and implement business process improvements. Candidate must be a self-motivated, innovative and strategic thinker, and have the ability to perform with minimal supervision.
Additional Requirements:
• Ensures that all Agency End Users have signed User Agreement documents on file and updated annually
• Ensures that all Agency Administrators have signed Agency Admin agreements of file.
• Ensures that all Security Measures are in place
• Ensures that all End Users have completed workflow training and related updates, and have documentation of training
• Ensures that the Continuum Designated HMIS Lead Agency complies with the Continuum
Designated HMIS Lead Agency Data Security Standards and Policies and Procedures
• Constructs providers and projects in HMIS according to HUD guidelines
• Pull data completeness report cards, Housing Inventory, APR reports and CSV uploads for HDX
• Recruit agencies to use HMIS through community outreach
• Oversee Point-in-Time Counts and Coordinated Assessment process and reporting results
• Provide aggregate data to communities for consolidation and strategic plans
• Complete relative information in CoC Collaborative Application
• Attend Trainings and Conferences
Requires travel throughout Rural Alabama Counties. Work-related mileage will be reimbursed. Relocation assistance will not be provided. We are an Equal Opportunity Employer.
