CPD Memo: Availability of Additional Waivers for CPD Grant Programs to Prevent the Spread of COVID-19 and Mitigate Economic Impacts Caused by COVID-19
HUD recently issued a memorandum providing additional regulatory waivers of certain Office of Community Planning and Development (CPD) program requirements to prevent the spread of COVID-19 and to facilitate assistance to eligible communities and households economically impacted by COVID-19. The memorandum includes Housing Opportunities for Persons With AIDS (HOPWA) program-specific waivers related to time limits for short-term supported housing, property standards, and rent standards.

Grantees wishing to utilize any of the HOPWA program-specific waivers provided in the memorandum should notify their local CPD Director, by email, of their intent to utilize a specific waiver flexibility two days before they anticipate using the waiver flexibility.
HUD has established email addresses by CPD Field Office that grantees should use to direct all waiver requests. Download the list of CPD email addresses. Attachment #1 of the memorandum provides details of the exact information the grantee must include in their notification.

HOPWA grantees should submit all questions related to COVID-19 to the Ask A Question (AAQ) portal. In Step 2 of the question submission process, select “HOPWA: Housing Opportunities for Persons With AIDS” from the “My question is related to” drop down list and write “Health Preparedness and Response” in the subject line.
