HOPWA CARES Act Implementation Instructions and Related Flexibilities
On May 8, 2020, HUD released Housing Opportunities for Persons With AIDS (HOPWA) Notice CPD-20-05. This Notice provides instructions for implementing the Coronavirus Aid, Relief, and Economic Security (CARES) Act, Public Law 116-136, provisions to the HOPWA program, and additional information for HOPWA grantees and project sponsors related to coronavirus disease 2019 (COVID-19) response.
Grantees are encouraged to review Notice CPD-20-05 and begin immediately to initiate the necessary processes to obtain their allocations to assist in the COVID-19 response.

HOPWA grantees should submit all questions related to COVID-19 to the Ask A Question (AAQ) portal. In Step 2 of the question submission process, select “HOPWA: Housing Opportunities for Persons With AIDS” from the “My question is related to” drop down list and write “Health Preparedness and Response” in the subject line.
