The recent emergence of the Coronavirus Disease (COVID-19) calls for enhanced cooperation between public health authorities, homeless service systems, and other partners at the local level. To support these partnerships and the vulnerable households served, Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act in March of 2020. The bill includes $4 billion for homeless assistance, to be distributed through the Emergency Solutions Grants (ESG) program. HUD is providing technical assistance (TA) to recipients to help strategically plan and utilize this influx of funding.
HUD is offering intensive five-week workshops run by expert TA providers. These workshops are specifically designed to support ESG recipients and Continuum of Care (CoC) programs to make swift, strategic decisions to aid rehousing efforts. Workshops will focus on the strategic utilization of funds and system alignment related to CARES Act funding. Training Objectives
In an intensive TA workshop, participants will:
· Engage in a peer-to-peer action-oriented environment as a way of rapidly developing solutions
· Create an action plan to sustainably improve systems through strategic group thinking and resource sharing
Who Should Attend?
Communities should plan to designate 2 participants from their homelessness response system who will participate in all 5 sessions of the Workshop. ESG recipients and CoC(s) need to coordinate when determining ideal participants to engage in the workshop on behalf of their system. Due to the schedule and level of effort required, we strong suggest that no individual should participate in more than one workshop at a time. Participants should be ready to:
- Employ structured problem-solving methods to build capacity and make change within the homeless system
- Define, scope, and enact necessary changes to the homeless system
- Convene and lead local stakeholders between each session to move work forward
Workshop Format
The intensive workshops are designed to produce action and results and require a significant amount of time and attention from participants over the 5-week period. Each intensive workshop will host approximately 10 communities and 2 TA providers. In addition to the weekly meetings, participants will engage with TA providers through smaller office hours or work sessions.
Participants are expected to invest themselves heavily in the 5-week period to achieve their aims, including working with additional community stakeholders between weekly sessions. This ensures all participants are ready to fully engage with one another during sessions, and that progress is being made on the ground.
Each workshop will include 5 sessions over the course of 5 weeks with 1 session per week lasting approximately 90 minutes.

All of these workshops are planned to be offered again in the next cycle of Intensive Workshops so there will be other opportunities to participate in additional topics in the near future.
Sessions will be conducted using Adobe Connect. Communities will need to have access to audio and video sharing capabilities, as the sessions use computer cameras for participation. We encourage participants to sign into Adobe Connect at least 15 minutes prior to the webinar start time to ensure audio and video are working properly, and time is fully utilized.
