(JOBS) HMIS Data Quality Specialist (NY-603)
The Long Island Coalition for the Homeless, as HMIS Lead for NY-603, is seeking bids for an HMIS Consultant to support regional HMIS work during its COVID-19 response planning and implementation, through 2022. Given the increased need for ESG-CV-related quarterly reporting and the increase in users and programs needing support, LICH is seeking a consultant to take on a supportive role to existing HMIS staff.
The regional HMIS currently includes X Providers, including emergency shelters, PSH and RRH providers, street outreach teams, and support services providers and Coordinated Entry programs.
The Continuum of Care covers two counties in New York, and includes four ESG recipients, plus an additional ESG-CV recipient identified through New York State. The region also includes a HOPWA entitlement area and a number of CDBG and HOME recipients (most of which overlap with the ESG recipients).
Scope of Work
HMIS consultant to support Long Island Coalition for the Homeless (LICH), as HMIS Lead in Nassau and Suffolk Counties, in managing HMIS HelpDesk, conduct specified data quality checks and data clean up, manage user agreements and coordinate HMIS trainings. Trainings will be provided by LICH staff and/or Foothold Technologies staff. All work is expected to be done remotely; no travel will be required. Additional support for HMIS Supervisor and HMIS Support Specialist may be assigned as needed.

SUMMARY: Assists HMIS Support supervisor in intensive data quality work, including follow up with shelters and other providers; responsible for maintenance of regional By Name Lists for housing prioritization
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
n Supports/assists HMIS Support Specialist and Supervisor in maintenance of HMIS data for LI HMIS
n Conducts extensive analysis of LI HMIS data in MS Excel
n Reviews/monitors HMIS data entry, ensures completeness and accuracy of data
n Heavy focus on work with housing providers to ensure completeness of HMIS data and highest data quality
n Manages/distributes data quality reports for HMIS users/agencies
n Maintains regional By Name Lists for housing referrals. Works with Associate Director and CES Manager to regularly update lists based upon changes in inflow and outflow of clients in the homeless system, changes in prioritization criteria and other relevant factors.
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. LANGUAGE SKILLS: Ability to read, analyze, and interpret technical procedures, or governmental regulations. Ability to write reports and business correspondence. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
COMPUTER SKILLS AND ABILITIES: Proven, high level of proficiency in Microsoft Excel (ability to sort, manipulate, and analyze large volumes of data). Proficiency with computer/data systems, MS Office, and similar professional software. Ability to provide training and troubleshooting assistance, technical support to HMIS users.
EDUCATION AND/OR EXPERIENCE: Bachelors degree or (3) three years of related experience and/or training: or equivalent combination of education and experience. Valid NYS driver's license.
INTERPERSONAL SKILLS: As a representative of LICH and the daily contact between LICH and HMIS users, the HMIS Data Quality Speicalist must have the ability to work well with others, manage multiple tasks in an organized fashion, and must be able to communicate clearly, effectively, and professionally. Ability to mediate disputes and resolve conflicts is a must.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
