HUD's Data Submission Timeline for CoCs: Updates and Reminders

HUD’s Office of Special Needs Assistance Programs (SNAPS) wants to thank you for your tremendous efforts to keep those experiencing homelessness safe during the COVID-19 pandemic.


Data Submission Deadlines

As a reminder, in an effort to reduce the overall reporting burden on communities, HUD is combining the Longitudinal Systems Analysis (LSA) data collection process for 2019 with the 2020 LSA data collection process.

The Homelessness Data Exchange (HDX) 2.0 will open for LSA submissions the week of October 19, 2020. The 2019 and 2020 LSA data collection process will begin with the Upload and Submission Phase on October 19. Continuums of Care (CoCs) should plan to make at least one upload attempt per reporting cycle (2019 and 2020) by October 30. This will enable communities to:

  • Acclimate to the updated HDX 2.0 interface
  • Ensure the proper staff have permissions in the HDX 2.0
  • Allow for communities to receive support from their vendors or LSA support staff via the AAQ in the event there are errors preventing uploads

A listserv will be sent out the week before the HDX 2.0 is officially open with additional instructions.

HDX 2.0 Login Information

To access the HDX 2.0, you will first need to set up an account in the system.

If you already have an account in the HDX 2.0, you will have to log in. You will likely need to update your password. From the login page, click on the link that reads “Forgot Your Password?” in blue text below the login text fields. If you have any questions on this, please submit an AAQ through the Ask A Question (AAQ) portal. Under “My question is related to”: select “HDX Homelessness Data Exchange (including AHAR, HIC, LSA, PDX, PIT, Stella, Sys PM).”

Coordinated Entry Data Elements

The deadline for the implementation and data collection for the Coordinated Entry data elements is October 1, 2020. The first reports with this data are due on October 1, 2021. However, HUD encourages CoCs to continue to focus on the full implementation of the Coordinated Entry data collection as issues related to the COVID-19 response lessen.

2021 PIT Count

Many CoCs have expressed concerns about the 2021 Point-in-Time (PIT) count. HUD will continue to prioritize the health and safety of people experiencing homelessness and those who serve them. HUD anticipates requiring CoCs to conduct sheltered PIT counts but has not yet determined what will be required for the unsheltered PIT count. HUD will notify CoCs via listserv as soon as they decide how to proceed.

HMIS and COVID-19

Homeless Management Information System (HMIS) COVID-19 resources are announced in the COVID-19 Daily Resource Digest and posted on the Disease Risks and Homelessness and COVID-19 HMIS Resources pages.

Updates to the HMIS Data Standards in Response to COVID-19

The latest updates to HMIS Data Elements are posted to the HUD Exchange HMIS Data Standards resource page as FY 2020 version 1.7 Data Standards. ESG and HOPWA added new CV funding sources to reflect CARES Act funding; no other data collection changes were made. HUD anticipates data standard changes for FY 2022.

ESG-CV CAPER Reporting Requirements

HUD hosted a series of webinars and office hours for Emergency Solutions Grants – CARES Act (ESG-CV) reporting with one set targeted to cities and counties and the other targeted to states and territories. HUD also anticipates publishing an ESG-CV quarterly reporting guide soon.

Note: Please submit your questions early. Due to high volumes near the deadline, HUD may not be able to respond until after the deadline.
